Resolution Regarding Information at Time of HIV Testing

WHEREAS routine HIV testing is expected to impact the course of the epidemic by the general population knowing their HIV status and current efforts are focused on increasing the number of people tested; and

WHEREAS one of the key principles for HIV Counseling, Testing and Referral Guidelines is to provide services that are appropriate to the client’s culture, language, sex, sexual orientation, age, and developmental level;

WHEREAS HIV testing provides an opportunity to educate people who test negative on how to avoid and reduce their risk of HIV infection;

BE IT RESOLVED that the Presidential Advisory Council on HIV/AIDS supports that information on the behavior practices of primary risk avoidance and risk reduction be developed and be given the person who is waiting for HIV test results during this window of opportunity.
